E-MAIL: Sharon V. Hare, S.V.HARE@larc.nasa.gov. NASA/LaRC plans to issue a Request for Quotation (RFQ) for Modified ELITE Real View Sofware, Version 6.0. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Initiating Computing, a subsidiary of ELITE, Inc as the only known source. ELITE, Inc is the maker of the ELITE IFR Desktop Simulator Workstation that is currently used in the Crew Hazards and Error Management Laboratory Annex. The software is a modified version of the ELITE Personal Computer Adhanced Training Device (PCATD) which has been certified by the Federal Aviation Administration (FAA). The software was specifically written for the hardware; and together, have been certified by the FAA as an instrument trainer. Therefore, ELITE is the only known source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
