A -- The U.S. Department of Commerce/NOAA intends to procure on a sole
source basis services from The National Aquarium in Baltimore. The
proposed Contractor shall assist Coastal America by conducting
real-time water quality monitoring at several sites, including one
adjacent to Ft. McHenry National Monument, and to communicate vital
conservation messages to the two million people will participate
annuallyin Aquarium's visitor and education programs. The Contractor
will create a community-based program to track and display water
quality data and document the extent of impacts to the water quality
such as marine debris. This will involve detailed analysis, sampling,
and testing, determine water quality parameters including; date, time,
temperature, specific coductivity, salinity, dissolved oxygen, depth,
pH; total chlorophyll, and turbidity. The Contractor will submit a
detailed report on the development of a program plan of how a Coastal
Ecosystem Learning Center can establish a real time qualitymonitoring
system and communicate powerful messages of the importance of public
involvement in environmental restoration. The Contractor will develop
a draft report and final report. This is a notice of intent. Award will
