peggy.dube@natick.army.mil. The USAMC Acquisition Center, Natick
Contract Division, in support of the U.S. Army Soldier and Biological
Chemical Command (USA SBCCOM), intends to conduct negotiations and
award a purchase order to the Royal Military College of Canada on the
basis of other than full and open competition in accordance with
Federal Acquisition Regulation part 6.302-1. This acquisition involves
the performance of system vapor testing (VAPRO or MIST, vapor
protection test) involving a total of 64 exposures. The tests will be
performed using volunteers who will participate under terms of informed
consent and with required medical screening. Testing involves the use
of methyl salicylate as a vapor chemical agent simulant with a
volunteer duration time of two hours while performing various physical
activities. The standard test conditions are: test duration 2 hour;
simulant concentration 90+/- 10 mg/m3; temperature 27 degrees C
relative humidity 55%; wind speed 3-4 mph. Vapor concentration within
the chamber will be monitored throughout the trial by on-line infrared
gas analyzers. The simulant concentration-time product to which the
volunteers have been exposed will be monitored by placing Passive
Adsorbent Dosimeters (PAD) at 25 body locations. The PADs are analyzed
for their simulant concentration using standard high pressure liquid
chromatographic techniques. Royal Military College of Canada is the
only known source that can provide these tests. Interested parties may
identify their interest and capability to respond to this requirement.
The timeframe for this notice is reduced from 45 days to 20 days due to
the necessity to meet the test window made available by the Royal
