The Bureau of Alcohol, Tobacco and Firearms intends to negotiate on a sole source basis with the International Fertilizer Development Center, in Muscle Shoals, AL for a follow-on study to contract Tatf-98-13. This follow-on study of ammonium nitrate will be to continue to anlayze and acquire ncessary data and evaluate the feasiblity and practicability of eliminating commingling of ammonium nitrate at distribution points and identifying production sources of ammonium nitrate products from their intrinsic crystallographic, physical and chemical properties at a given time. This requirement will be will be awarded to the IFDC in part because Section 732 of the Anti-Terrorism Act disctates that the Department of the Treasury to consult with nonproift fertilizer development ceneters.
