The Naval Air Systems Command, Patuxent River, MD intends to procure via Simplified Acquisition Procedures (SAP) on a sole source basis with Decision Dynamics, Inc (DDI) of Bethesda, MD the pilot program developed under their Small Business Innovative Research effort called FleetSight. This effort includes a unique simulation tool that spans the entire acquisition and life cycle process for all types of equipment including aging aircraft via system dynamics modeling methods. It also includes management policy within the models' feedback structures. DDI is the only source that can supply this type of simulation modeling that can quantify the cost, availability, and performance tradeoffs faced by the T-58 engine program that requires long-term support.
