072700 POC Derek Underwood -- 410-605-7153 The Maryland VA Health Care
System, Baltimore Division, Baltimore, MD is seeking an Architect/
Engineering firm capable of providing professional, multi-disciplinary
architectural and engineering services. The A/E firm will provide
complete schematic design, construction document preparation and
technical construction period services for the design and construction
necessary to convert Building 14 at the Department of Veterans Affairs
Baltimore Rehabilitation and Extended Care Center (BRECC), located at
3900 Loch Raven Boulevard, Baltimore, Maryland from a small research
facility to an orthotics lab. Work to include verfication of existing
conditions, demolition of interior walls as needed, new mechanical,
electrical and roof systems. A/E team will review equipment in use at
the current orthotics lab in Building T239 at the VA in Fort Howard,
Maryland and make provisions for installation in Building 14. Work also
to include design of a parking lot for handicapped accessible vans and
other patient parking in accordance with the terms and conditions of
the contract. The construction is estimated between $500,000 and
$1,000,000 dollars. Interested firms must have working offices within
a 75-mile radius of the BRECC. The following Evaluation Criteria will
be used during the A/E selection process: (1) Specialized experience of
the firm to perform the work required; (2) Capacity of the firm to
perform the work within required time frames; (3) Past performance
particularly government contracts; (4) Specific experience and
qualifications of the proposed personnel assigned to the Project Design
Team; (5) Geographic location of the firm's working office in relation
to the renovation site; (6) Demonstrated success in prescribing the
use of recovered materials, and using waste reduction energy efficiency
in facility design; (7) Reputation and standing of the firm and its
principal officials with respect to professional performance, general
management and cooperativeness and; (8) Record of significant claims
against the firm because of improper or incomplete architectural and
engineering services. All construction drawings must be provided in
Autocad format, Release 14. Interested firms are to submit their 254's
