for an Indefinite Quantity Contract for site investigation,
engineering and design services, and preparation of plans,
specifications and cost estimates for projects involving inspection,
construction, repair and maintenance of facilities and infrastructure
at the Naval Weapons Station Earle, Colts Neck, NJ. The SIC Code is
8712 and the Small Business Size Classification Standard is $4,000,000.
THE PROPOSED CONTRACT IS BEING SOLICITED ON AN UNRESTRICTED BASIS,
THEREFORE REPLIES TO THIS NOTICE ARE REQUESTED FROM ALL BUSNIESS
CONCERNS. A small business-subcontracting plan will be required if a
slated firm is a large business concern prior to being interviewed. The
contract will be indefinite quantity type where orders will be placed
on an "as required" basis intermittently, and shall not exceed 12
months or $165,000.00. The A/E fee per project shall not exceed
$100,000.00. The contract shall contain an option to renew for two
additional years for up to an additional $165,000.00 each option
period. There will be a guaranteed minimum of $10,000.00 for this
contract. It is anticipated that all projects involved in the contract
will be in the Civil/Structural disciplines. Each project may require
Engineering and Design services with options for Post Construction
Contract Award Work (shop drawing reviews/approval and as-built drawing
preparations), and consultation during construction. Options are
normally exercised within six months of completing the prior work but
delays of one year or more are possible. During the course of this
contract, an asbestos and lead paint assessment may be required to
determine the presence of these materials. If asbestos and/or lead
paint is found, this contract will be amended to include sampling and
testing, and preparation of plans and specs showing the location of
asbestos and/or lead paint and specifying the procedures to be followed
to prevent the release of airborne materials and their removal. Firms
unable to accept work involving asbestos or lead paint need not apply.
Selection will be based on the following criteria listed in the order
of importance: (1) Specialized experience in the type of work
required; (2) Professional qualifications of staff to be assigned to
this project; (3) Professional capacity of the firm to perform the
contemplated work within the required time limits; (4) Past performance
with respect to construction cost control, quality of work, and
compliance with performance schedules (with emphasis on work performed
for the Department of Defense). Similar and specific NAVY and DOD
experience in the work is required. (5) Location of the firm in the
general geographic area of the anticipated projects in relationship to
knowledge of local site conditions and regulatory requirements, and
ability to provide timely response to requests for on-site support
[provided that there is an appropriate number of qualified firms
therein for consideration]. (6) Volume of DOD contract awards in the
last 12 months. Firms which meet the requirements described in this

THERE IS NO SOLICITATION PACKAGE AVAILABLE. THIS IS NOT A REQUEST FOR
PROPOSAL. THE ONLY INFORMATION REQUIRED IS THE SF-254 AND SF-255. The
SF-255 with attachments shall be limited to 25 pages not smaller than
12 pitch font. Every page that is not a SF-254 will be included in the
page count. Firms responding to this announcement by 4:00 p.m. local
time on 10 August 2000 will be considered. Submittals received after
that time will not be considered. All submittals must show title,
location, and contract solicitation number on the outside of the
envelope and sent to the address identified above. No materials
submitted will be returned. ALL FIRMS ARE ADVISED THAT REGISTRATION IN
THE CENTRAL CONTRACTOR REGISTRATION (CCR) DATABASE IS REQUIRED PRIOR
TO AWARD OF A CONTRACT. Failure to be registered in the DOD CCR
