The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the General Acquisitions Branch, Program Support Center (PSC), intends to award a 36 month sole source simplified acquisition to Walter Gulbinat of Lichtenstein Germany. Work under this simplified acquisition shall provide all executive secretariat functions for a major international mental health demonstration and research project funded by the Global Forum for Health Research, and the foundation of the World Bank, in collaboration with the World Health Organization. The Contractor shall convene international mental health experts and develop comprehensive reports detailing work completed by the group. Work to be completed includes the development of key policy templates for mental health reform, constructed internationally, that can be shared with the States in the U.S. so States can use them for State mental health reform; construction of an international database that can be usedto serve as a benchmark for reform efforts in the U.S.; and new best practices to improve the delivery of clinical care in the U.S. Sole source selection is based upon the contractor's expertise in mental health and international mental health policy as well as familiarity with mental health systems and key research and demonstration staff in virtually all countries of the world.
