The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) plans to award a sole source simplified acquisition to the Florence Immigrant and Refugee Rights Project, Inc., Florence, Arizona. The proposed contractor shall use their proprietary data and expertise in the area of Immigration and Naturalization Service (INS) long-term detainees' mental health to develop a technical assistance tool for State mental health planning and advisory councils. The proposed contractor shall develop a report which shall achieve effective adoption and maintenance of a model mental health and other needs project. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
