NASA/GRC plans to issue a Request for Offer (RFO) for support service functions for the Visitor Education Community Outreach Support Services (VECOSS) procurement. The Procurement requires support to the following elements: the operation, management and maintenance of the NASA Glenn Research Center's Visitor Center; Community Outreach Programs; and Special Projects. The discrete work elements include: curator services; management and operations of the NASA GRC Visitor Center facilities; a Tour Program; a Publications program; an Educator Resource Center (ERC); the Speakers Bureau; an Exhibits and Artifacts program; a Volunteer program; and support and coordination of other Special Projects relative to the NASA GRC Center and Community Outreach. The anticipated release date of the RFO is on or about Friday, July 7, 2000, with an anticipated due date of offers on or about Monday, August 7, 2000. NASA/GRC intends to offer a Site Visit, Thursday, July 20, 2000, to prospective offerors. Each offeror shall be allowed a maximum of three (3) representatives. Prospective offerors shall notify this office via e-mail (Irene.Cierchack@grc.nasa.gov) by Friday, July 14, 2000, with the Representatives name, citizenship status and the Company they are representing. Additional information regarding the Site Visit will be released in the RFO. This procurement will be an 8(a) small business set-aside. Teaming/Partnering arrangements are encouraged. A listing of firms that responded to a Sources Sought for this Procurement will be posted. A cost plus fixed fee contract with an indefinite delivery, indefinite quantity, fixed price element is anticipated. The resulting contract will have a base period of performance of one year with two (2) one (1) year priced option periods. This procurement uses MidRange procedures. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The Primary SIC Code and Size Standard are 8744 and $5 million, respectively. Secondary SIC Codes relative to the Procurement are 7336, 7384, 7389, 8221, 8222, 8299, 8412, 8743. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-14.
