Bureau of Prisons is seeking proposals under RFP 1CO-0282, from
qualified individuals within a reasonable commuting distance to the
Federal Bureau of Prisons HOLC Building located at 320 First Street,
NW, Washington DC, to perform the services of a Telecommunication
Technician. Services will include but not be limited to the
installation, maintenance, upgrading, and reloction of Federal Bureau
of Prisons Central Office telephone equipment. The Contractor shall be
responsible for equipment programming and telephone feature setup, to
include training and personnel assistance. The contractor shall
maintain, operate, upgrade, reconfigure, administer, and provide
expertise for the existing Central Office telecommunication systems
which include the Lucent Merlin Legend Hybrid Key Systems and Intuity
Voice Mail. The Contractor shall be experienced with both the hardware
and software configureation of Legend and Intuity systems. The
Contractor shall also be proficient with the operation, maintenance and
installation of Northern Telecom DMS-100 compatible telephone sets and
features. The ability to administer voice mail, set up auto
attendants, and make feature changes, is required. An in depth
knowledge of category 3 and category 5 telecommunications cable
installation and distribution techniques is required. The contractor
shall be knowledgeable and able to install all components associated
with telecommunicaiton wire distribution for multilevel metropolitan
office buildings. A working knowledge of standard installation
practices is also a requirement. The contractor will be required to
install and pull multi-pair cable throughout the facilities. The
Contractor shall provide to the Government, copies of completion of
relevant courses/studies or diplomas from accredited schools, colleges,
or universities in the area of telecommunications, and letters of
reference that reflect the contractor's judgment, maturity, knowledge,
skills, and abilities in acting independent of direct supervision and
providing high quality services as Telecommunication Technician during
a given time period. This acquisition will a 100% small business set
aside. The Government intends to make a single award without
discussions to the offeror whose proposal conforms to the solicitation
and offers best value based on technical superiority, past performance
and price combined. This requirement is being solicited with a
performance period of a base and one 1-year option period, with an
anticipated award of October 1, 2000. Interested parties shall submit
