Corps of Engineers!! DESCRIPTION OF WORK: This is a combined
synopsis/solicitation for Commercial items prepared IAW FAR 12.6 and
information included in this notice. This announcement constitutes the
only solicitation; proposals are requested and a written solicitation
will not be issued. The solicitation document and incorporated
provisions and clauses are those in effect at the time of publication
of this notice. This procurement is unrestricted under SIC Code 4522
with a small business size standard of 1,500 employees. Non-Personal
services to provide helicopter services. 1.1 Fort Richardson (FTR) is
an Army installation located near the city of Anchorage, Alaska. 1.1.1
Eagle River Flats (ERF) is a 2,500-acre wetland located in the
northwestern corner of Fort Richardson, Alaska. ERF is the only impact
area on the base for heavy artillery and mortars. 1.2 Introduction:
This project will take place in Eagle River Flats. Map for location to
be provided upon request. The National Wildlife Research Center (NWRC)
will be capturing waterfowl in Eagle River Flats for a mortality study
on the waterfowl. Helicopter support is required to transport
equipment and personnel to these areas to perform the aerial capture.
1.4 Description of Task for Helicopter Support Contractor: a. The
helicopter support contractor will provide a helicopter (see helicopter
requirements) with two pilots to transport two personnel, a net gun and
two or three large dog crates. Anticipated dates for the work is
between 31 July and 25 August 2000. A maximum of 40 hours of flight
time will be required. b. The helicopter pilot will be required to fly
at altitudes ranging from 40 feet to 100 feet and to maneuver quickly
between these elevations to facilitate capturing the ducks. NWRC
Personnel on board will be utilizing a net gun to capture the
waterfowl. Please request scope of work for in depth description of
this wok. c. UXO contractor will pre-clear helicopter-landing area in
the flats. Landing areas will be marshy conditions. d. The helicopter
support contractor will not have access to utilize the National Guard
landing and refueling area. The contractor will be responsible for
obtaining their own fuel from a designated source of their choice. The
fueling facilities will be inspected to see that proper water
separators and go no-go filters are utilized. Filters will be changed
and inspected on a regular basis and recorded for the pilots to inspect
prior to refueling. The contractor shall be paid at the wet flight rate
bid regardless of where refueling occurs. The helicopter cannot be left
in the UXO work area of the Eagle River Flats when work has been
completed for the day. e. Technical point of contact for this project
is JoAnn Walls at 907-753-5608. 1.5 Project Schedule: Work is planned
to commence on or about 31 July 2000 and completion on or about 25
August. These dates may be revised due to weather, coordination with
workers involved in the project, Army activities, etc. A total maximum
flight time of 40 hours is planned. Work will take place during
daylight hours. It is expected that it will take approximately 6 10
days to complete the work. There is minimal standby time required each
day. 2. HELICOPTER SUPPORT QUALIFICATIONS: 2.1 Helicopter: The
helicopter required to perform this work must be a Bell 212 civilian or
a Bell 205. The helicopter shall be carded by OAS for ACETA (Aerial
Capture, Eradication and Tagging of Animals) work. These helicopters
can provide the internal cabin volume required to hold two passengers,
a net gun and three large dog crates. The helicopter to be used must
be ski-equipped to allow landing in marshy conditions. 2.1.2 The
following requirements from the Aviation Safety and Operations Manual
shall apply and certificates submitted as applicable. 2.1.2.1 Aircraft
Certification: a. Aircraft approved for use shall have been certified
by the Federal Aviation Administration (FAA) and issued an
airworthiness certificate in the normal, utility, or transport
category. b. All aircraft used must have been inspected by the Regional
AviationManager for USDA/APHIS/WS or his designee within the proceeding
12 calendar months of the date of intended use to assure compliance.
The inspection will be documented on APHIS Form 153 or equivalent and
the aircraft will be issued an Aircraft Approval Card APHIS Form 150 or
equivalent. The installation of any additional equipment or
modifications to the aircraft must have prior approval. 2.2 Pilots:
Pilots shall be currently FAA approved and licensed for the aircraft to
be flown. Certificates shall be submitted with the contractor's quote.
Within the last three years, pilots shall have a minimum of 50 hours
flying time experience in performing aerial waterfowl capture when a
net gun has been in use. Pilots shall be familiar with the Anchorage
area. Resumes for pilots outlining this experience shall be submitted
with the quote. Familiarity with the air traffic and terrain over Fort
Richardson and Elmendorf AFB is beneficial. Pilot shall hold an OAS
card for ACETA work. 2.2.1 The following requirements from the Aviation
Safety and Operations Manual shall apply and certificates submitted as
applicable. 2.2.1.1 Certification of pilots: a. All pilots that are
approved for use will hold at least a valid commercial pilot
certificate with the proper ratings for the equipment to be used, and
have in their possession, a valid 1st or 2nd class FAA medical
certificate. b. The helicopter operator must be certified as an air
taxi operator under the provisions of FAA Part 135, authorizing
helicopter air taxi operations, and the pilot must have satisfactorily
completed a FAA, Part 135.293, flight check within the preceding 12
calendar months in the same category and same general type (e.g. light
piston, light turbine, heavy turbine, etc.) as the helicopter to be
used. c. The operator must be certified under FAA Part 135. The
operating certificate must cover the type operation to be conducted and
the aircraft and pilot used must be listed on the operator's
certificate. The pilot must have satisfactorily complied with the
requirements specified in the FAA, Part 135.293 (i.e. requirements for
initial and recurrent pilot testing) and compliance must be verifiable
by FAA Form 8410-3 (i.e., Airman Competency/Proficiency check) or
equivalent. d. The pilot must have satisfactorily completed a
Helicopter Pilot Proficiency Check administered by the Regional
Aviation Manager or his designee. The check must be recorded on APHIS
Form 154 or equivalent and the pilot issued WS Form 4 or equivalent.
2.2.1.2 Additional flight experience requirements are included in the
scope of work. 2.3 Communications: Helicopter pilots must communicate
by radio with Range Control at Fort Richardson to gain clearance to
enter Eagle River Flats and must maintain communications with Range
Control at all times while in the flats. A VHF type radio is required
on the helicopter for maintaining communications. 2.4 No Department of
Defense personnel shall be transported on this aircraft; therefore a
non-DOD authorized contractor that meets all other requirements in this
solicitation is qualified for this work. Any inspection by DOD
personnel shall be done at the OB/OD pad, which is assessable by car.
3. RESPONSIBILITIES AND AUTHORITY: The Helicopter Support Contractor
will provide support as required by the National Wildlife Research
Center. The UXO contractor has the final authority for on site
personnel regarding all matters concerning UXO. 4. WORK AND SAFETY
PLANS: The Helicopter Support contractor and pilots shall read and
follow work and safety plans developed for work at this site. The
Helicopter Pilots shall brief all involved personnel on safety concerns
for the use of helicopters. The Contractor shall also comply with
USARAK Regulation 350-2, (Range Regulation). Pilots shall also adhere
to Standard Operating Procedures developed by USARAK (to be provided
upon request). PROPOSAL: 5.1 The proposal shall be expressed at a wet
rate price only. Prices will include all direct and indirect costs,
i.e., travel, per diem, overhead costs, profit, G&A expenses, etc.
Proposals shall include rate per hour of flight time for a maximum not
to exceed 40 hours flight time. Actual flight time shall be based upon
hobbs meter time rounded to the nearest 1/10 of an hour. 5.2 The
contractor shall include the following submittals with the quote to be
reviewed to insure the contractor meets the contract requirements. a.
Resumes of pilots verifying experience outlined in paragraph 2.2, and
2.2.1.2. b. Proof of Aircraft Certification outlined in paragraph
2.1.2.1. c. FAA certificates for pilots for the helicopter to be flown.
(paragraph 2.2). Pilot certifications listed in paragraph 2.2.1.1
(commercial pilot certificate, 1st or 2nd class FAA medical
certificate, certification as an air taxi operator under the provisions
of FAA Part 135). D.Proof of OAS card for ACETA work for helicopter and
pilot. 5.3 Award of this contract may be subject to certification by
USDA-APHIS-Wildlife Services. This certification will include an
inspection of the helicopter to be used and a Pilot Proficiency check
ride. The following clauses/provisions apply to this acquisition and
are hereby incorporated by reference: (FAR 52.212-1, "Instructions to
Offerors-Commercial"; (2) FAR 52.212-3, "Offeror Representations and
Certifications-Commercial Items"; (3) FAR 52.212-4, "Contract Terms and
Conditions-Commercial Items", to include an addendum incorporating by
reference FAR 52.217-8, "Option to Extend Services" and 52.217-9,
Option to Extend the Terms of the Contract; (4) FAR 52.212-5, "Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items"; to include the following additional FAR
clauses cited in the clause: 52.219-8, 52.222-26, 52.222-35, 52.222-36,
52.222-37 and 52.222.41; 52.228-5 and DFARS Clause 252.212-7001,
"Contract Terms and Conditions Required to Implement Statures or
Executive Orders Applicable to Acquisition of Commercial Items". Quotes
in original and one (1) copy shall be received at the following
