DESC: This publication serves as a notice of intent to award a sole source contract to Northrup/Grumman for a Fuel System Decay Tester for testing of fuel cells exclusively for the F/A 18 Aircraft. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation # M67865-00-Q-0001 is being issued as a request for quotation. If no affirmative written responses are received, a contract will be awarded to the above referenced contractor without further notice. The solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circulate 97-18. The solicitation is for a Fuel System Decay Tester. This equipment is to perform air leak checks of fuel tanks #1-5 on the F/A 18 Aircraft. This leak check is to verify that the fuel cells were installed properly and do not leak prior to fueling. This test reduces or eliminates the process of fueling then de-fueling and venting the fuel tank cells to perform repairs, reducing the overall cost of fuel cell replacement. To perform a leak decay test on the fuel cells, a test set unique to the F/A 18 is required. Equipment must be portable, and designed for indoor use. The delivery of materials must be FOB Destination. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications-commercial items, with its offer. The following clauses are applicable to this acquisition, 52.212-4, Contract Terms ad Conditions-Commercial Item, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited are applicable to this acquisition and are cited by reference; 52.203-6, Restrictions Subcontractor Sales to the Government, with Alternate I; 52.219-8, Utilization of small Business Concerns; 52.219-14, Limitations on Subcontracting; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Veterans; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The following Defense Federal Acquisition Regulations Supplement (DFARS) clauses and provisions apply to this acquisition: Offerors shall include a completed copy of provision 252.212-7000, Offeror Representations and Certifications-Commercial Items, 252.225-7001, Buy American Act and Balance of Payments program; 252.225-7012, Preference for Certain Domestic Commodities. Each offeror shall review the preceding clauses and provisions incorporated by reference, and return a completed copy of FAR 52.212-3 and DFARS 252.212-7000 with its offer. Copies of provisions and clauses will be provided upon request. Offer shall provide its Commercial and Government Entity (CAGE) code, Data Universal Numbering System, (DUNS) and Tax identification number.
