Performance Specification PS/00/805/009 is revised as follows: Section 9.3, Test Requirements, the minimum quantity under ETU Systems is changed from 2 each to 1 each. -- -- -- Paragraph (D) of FAR clause 52.212-2(a)(2) addendum is revised to read as follows: D. The Government will make a best value determination to exercise a contract option based upon technical evaluation of the ETU(s) and price. FACTORS and subfactors are: Factor I. TECHNICAL with subfactors A. Compliance with the contract requirements (to include performance under the contract and compliance to the performance specification as modified by the technical proposal), and B. Extent to which the original performance specification is met or exceeded; and Factor II. PRICE. Factor I (technical) is significantly more important than Factor II (price). Within Factor 1, subfactor A is significantly more important than subfactor B. Price will not be rated, but will be considered in determining the "best value" to the Government. The best value determination may result in the Government being willing to pay a premium for higher technical capability. The price becomes more important as the degree of equality increases between offers. -- -- -- -End of paragraph D.
