is projected to solicit for the following battery configurations (known
collectively as the High Performance Family of Batteries) in the Fall
of 2000: BA-X590U, BA-X847, BA-X567, BA-X800, BA-X093, BA-X112,
BA-5372, BA-5368, BA-X557, BA-X588, BA-X598, BA-X599, BA-5600, It is
planned that the batteries will be divided into three groups;
Rectangular (BA-X590, BA-X847, BA-X093, BA-X557, BA-X588, BA-X599 and
BA-X598), Cylindrical (BA-X800, BA-X600 and BA-X567) and Manganese
(BA-5372 and BA-5368). Present key concepts being considered for the
acquisition strategy are (1) awards based on best value/formal source
selection procedures, (2) limiting awards to domestic cell producers,
(3) making up to three awards for the Rectangular Group with one
designated to lithium SO2 and the remainder for any other lithium
chemistry, (4) multiple awards for the Cylindrical and Manganese Groups
and (5) use of hardware samples. Resulting contracts will be five year
ID/IQ in nature. Minimum and maximum quantities are not available at
this time. Batteries will be produced to meet the requirements of
MIL-PRF-49471B, which is currently under final revision. The first
delivery would be no less than twelve months after award. Potential
offerors must demonstrate the ability to produce the cells and assemble
the batteries, although this is not necessary within the same facility.
Production of either the cells or batteries by a subcontractor shall
not be allowed. This notice is not a request for proposals. Comments
related to this announcement, or organizations, which wish to express
their interest in this projected procurement, should respond in writing

which batteries they may bid against and a brief description of their
