award an unrestricted contract for services/supplies in accordance with
FAR Part 12 using FAR 13.5 simplified acquisition procedures. This
requirement is to obtain engineering services to determine the actual
radius for Track Switch #12 located at Pearl Harbor Naval Shipyard.
Using this radius, manufacture one Double Tongue Track Switch Assembly
(inboard and outboard), including the switch throw mechanism per
Military Specification MIL-DTL-82020C (YD). Double tongue track switch
assembly shall consist of a cast manganese steel switch bed supporting
a cast manganese steel switch tongue with two rails conforming to
Military Specification MIL-DTL-82020C (YD) of 14 March 1997, "Switches
and Frogs, Track, Cast Manganese Steel for Portal cranes." Portal
crane track fittings will be Type I for switches, Class A- curve to
right, and Class B- curve to left. Also manufacture one Rigid Frog,
cast manganese steel, double/double flangeway for intersection of 135CR
with 135CR, for use onthe portal crane trackage system at the Pearl
Harbor Naval Shipyard and Intermediate Maintenance Facility.
Prospective offerors should carefully review the solicitation posted

evaluation factors and submittal instructions. It should be posted
around 14 July 2000. Subsequent amendments to the solicitation, if any,
will only be promulgated via the referenced web page. It is
impracticable to distribute the applicable drawings with the
solicitation. These contract documents may be examined or obtained upon
request. The Government will not mail, fax, or e-mail the solicitation
or any amendments thereto. Because this is a web-based solicitation,
there is no Bidder's Mailing List available. Offerors are responsible
for checking the referenced web page early and periodically for any
solicitation amendments. The Government web site is occasionally
inaccessible due to maintenance. The Government is not responsible for
any loss of Internet connectivity or for an offeror's inability to
access the document posted on the referenced web page. For reference,
the solicitation shall also be posted to the NECO web site
www.neco.navy.mil/search_edi.cfm. The FSC code for this procurement is
2250 and the SIC code is 5084. Quotations using the SF 1449 form are
