The solicitation is for Technical Operations Support (TOPS) and will define the program requirements for short duration R&D external analyses, technical assessments, specialized testing, and strategic studies in core areas of material research, and to support technology transfer and transition activities to provide recognition and advancements in the use of ML developed technologies by DoD and commercial industry. The TOPS program will require the capability of conducting basic and applied research, as well as advanced development efforts in the following core technology areas: polymers, organic matrix composites, tribology and coatings, metals, ceramics, nondestructive evaluation, materials & processes for sensors, laser hardened materials, manufacturing technology/research, systems support research, and air base technology/rapid deployment operations.
