AFRL/MLKM intends to issue Request for Proposal (RFP) No.
F33615-00-R-5801 to solicit proposals from Small Businesses in support
of the Air Force Research Laboratory, Materials and Manufacturing
Directorate (AFRL/ML), Integration and Operations Division. The
solicitation is for Technical Operations Support (TOPS) and will define
the program requirements for short duration R&D external analyses,
technical assessments, specialized testing, and strategic studies in
core areas of material research, and to support technology transfer and
transition activities to provide recognition and advancements in the
use of ML developed technologies by DoD and commercial industry. The
TOPS program will require the capability of conducting basic and
applied research, as well as advanced development efforts in the
following core technology areas: polymers, organic matrix composites,
tribology and coatings, metals, ceramics, nondestructive evaluation,
materials & processes for sensors, laser hardened materials,
manufacturing technology/research, systems support research, and air
base technology/rapid deployment operations. Moreover, the TOPS program
will require the capability to perform a limited amount of mechanical
and chemical testing on a small scale that will be required on material
samples for verifying, ascertaining and predicting metallurgical,
mechanical, and chemical material properties. Finally, the TOPS program
will require the capability of conducting research-related advisory and
assistance services (A&AS) in support of R&D including: strategic
studies & analyses of current and future technology issues,
lectures/workshops and/or seminars to maintain awareness and
identification of opportunities and/or direction/strategy, and
assessments of special research considerations such as environmental
consequences, supportability issues, and dual use technology. Two or
more awards are planned using Indefinite Delivery/Indefinite Quantity
(IDIQ) type contracts, with60-month ordering periods. Each delivery
order placed during the 60-month ordering period will be awarded as a
separate and unique unit of work. Adequate Price Competition is
anticipated. This is a follow-on acquisition to replace capabilities
previously provided under contracts F33615-94-C-5800 and
F33615-94-C-5803 for similar work. The nature of the work requires
frequent visits to Wright-Patterson Air Force Base to manage ongoing
projects and facilitate close coordination between contractor personnel
and AFRL/ML. The RFP is anticipated to be posted on or about 14 July
2000 to the Wright Research Site Contract Homepage at

established for this acquisition. The only purpose of the Ombudsman is
