COMMERCE BUSINESS DAILY ISSUE OF JUNE 29,2000 PSA#2632U.S. Army Materiel Command, Natick Contracting Division, Attn:
AMSSB-ACN, Natick, MA 01760-5011 R -- TECH & ENG SUPPORT FOR GOALS & OBJECTIVES OF NPC & DARPA OFFICES
SOL DAAD16-00-R-0023 DUE 081000 POC Tammy A. Taylor, Contract
Specialist, 508-233-5286 (fax) E-MAIL: Use the above e-mail link to
contact the contract, tammy.taylor@natick.army.mil. The U.S. Army
Soldier and Biological Chemical Command (SBCCOM) has a requirement, and
intends to negotiate a contract on a basis of other than full and open
competition, for the provision of technical and engineering support of
the goals and objectives of the National Protection Center (NPC) and
Defense Advanced Research Projects Agency (DARPA), SBCCOM-Natick
Soldier Center (NSC) cooperative technology programs. The government
requires that analytical assistance services to DARPA and NPC bring
advanced technologies to the attention of military and civilian user
communities, support technical definitions of user requirements,
provide observation and analysis of operational environments and
requirements, and aid with the transitioning of technology for various
applications. All of these requirements are in support of the DARPA
and SBCCOM cooperative program for the development of lightweight
advanced electronic components for soldier systems and in support of
the NPC Pilot Program. SBCCOM intends to award a contract to
Unconventional Concepts Incorporated (UCI), 425 East Hollywood
Boulevard, Suite A, Mary Esther, FL 32569. UCI is a small business
concern. Of particular interest are this company's unique knowledge,
experience, and expertise in protective equipment and systems to aid
not only war fighters, but their civilian counterparts -- Emergency
Responders (ER's) (e.g. law enforcement and corrections, firefighters,
emergency medical service technicians) and other professionals
operating in high-risk environments as well. UCI possesses the
qualified personnel and experience to implement the tasks required to
achieve success in these highly visible programs. Rapid and effective
transition of these developed technologies is dependent upon the
development of consensus and support between the user and operational
community. Close and frequent contact across a spectrum of user
communities is necessary for the development of consensus among them.
UCI has demonstrated their ability to fulfill these requirements in
their previous contract efforts for DARPA/SBCCOM-NSC. Also, UCI has
proven their ability to provide real-time information and contacts
related to technical and operational issues involved in order to best
meet the requirements for effective evaluation and transition of
advanced solider system technologies. The government intends a Firm
Fixed Price contract award for the period of six (6) months after award
of contract with two (2) potential option periods, each for a twelve
(12) month period after exercise of the option. The effort is estimated
to total approximately ten (10) to twenty-five (25) percent of one
man-year, and the support shall include: technical review of advanced
war-fighter technologies and their operational environments,
identification and assistance in technology transfer opportunities,
evaluation/comparison of military-unique technologies to commercial
technologies, process engineering support in prototyping methodology
and operations improvement, technical liaison support, and other
related areas of support. Responses to this notice received no later
than 10 August 2000 will be considered. See Note 22. Posted 06/27/00
