The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the ADP Acquisitions Branch, Program Support Center (PSC), intends to award a six (6) month sole source simplified acquisition to American Institutes for Research, Washington, DC. The purpose of this simplified acquisition is to develop a Resource Kit to complement the "Early Warning Guide and Action Guide". The Contractor shall be required to deliver a Resource Kit that will combine the "Early Warning Guide and Action Guide" with a video production about school wide services, and do so with in a framework of how to develop and foster a safe and effective school. Provide a start to finish blueprint and tutorial for leaders of a school community and community agencies, to improve their school and districts and contribute to a long-term capacity to reform and improve them regardless of the knowledge based on the current leadership. The notebook shall include an introduction, which talks about how to employ the kit, five (5) chapters and an appendix. Closing date is July 10, 2000. This is not a formal solicitation for proposals. However, firms having the ability to satisfy this requirement must submit written notification that demonstrates their ability to do so. If no affirmative responses are received within 10 days from the date of this synopsis, the Contracting Officer will proceed with the award to American Institutes for Research.
