Medicine (NLM) to negotiate on a sole source basis with Oregon Health
Sciences University (OHSU), 3181 S.W. Sam Jackson Part Road, Portland
Oregon 97201 and the University of Pittsburgh Medical Center (UPMC),
350 Thackeray Hall, Pittsburgh, Pennsylvania 15260 for their joint
interactive project and collaborative course work in advanced areas of
medical informatics. This project will enable students in the medical
informatics program at two different sites (OHSU and UPMC) to have
access to a broader range of faculty, subject expertise, and
collaborate with other students using high-speed networking and
distance learning modalities. OHSU is the only known source to provide
course work for on-line access for the Introductory Medical
Informatics courses and individual course work for medical informatics.
OHSU received a National Science Foundation grant to connect to
Internet2. UPMC is the only known source that has an Internet-based
infrastructure to support distributed, community-based medical
education through the COMBINE activity of its NLM-funded Integrated
Advanced Information Management Systems Grant implementation effort.
OHSU and UPMC are members of the University Consortium for Advanced
Internet Development (UCAID). This membership is vital to this project
based on the need for technical and operational compatibility. The
core activity of the project will be the development of content that
will be integrated into existing courses at OHSU and UPMC. The distance
learning activities will use the following types of technologies: (1)
didactic presentations by instructors using streaming video and audio;
(2) interactive discussion sessions with students from both
institutions using synchronous video; (3) asynchronous discussion via
email and bulletin boards; (4) video conferencing to carry out
cross-institution student collaborative projects. This project will
facilitate the sharing of unique subject-matter expertise synchronously
with students of both institutions. This project will assist in the
establishment of a periodic multi-institutional research conference
that allows broadcast of research talks from one institute to another.
Faculty and students of both institutions will evaluate the joint
interactive and collaborative course work. The proposed acquisition
will be procured under FAR Part 13 -- Simplified Acquisitions. This
notice of intent is not a Request for Quotations (RFQ), nor is an RFQ
available, however, all responsible sources may submit a proposal which
will be considered by the NLM. Firms interested in responding to this
notice must be able to provide professional services as stated above.
Responses should sufficiently demonstrate the firm's ability to meet
the government's requirements. Responses are required within fifteen
(15) calendar days from the publication date of this notice. NLM
