Atmospheric Administration (NOAA), National Marine Fisheries Service
(NMFS), Restoration Center of has a requirement for the services of an
independent contractor to produce a wide array of videography and
outreach materials in support of its program mission and to heighten
public awareness and involvement in NOAA's restoration activities.
These materials shall include the production of video outreach
materials, production of educational brochures or leaflets and other
written materials or documents as needed. The contractor shall also be
required to provide technical writing services and research for the
NOAA Restoration Center as needed in the production of such materials.
The contractor shall be required to (1) shoot video in multiple media
formats, including 35mm, 16mm, and super 16mm motion picture film,
BETA video, mini DV and DV Pro; (2) shoot aerial still photography and
videography and underwater still photography and videography; (3)
demonstrate a strong background indocumentary and commercial video and
film production; (4) develop written outreach material for both
technical and lay audiences; and (5) have a solid understanding of, and
experience with, the statutory and regulatory framework for the Oil
Pollution Act (OPA) and the Comprehensive Environmental Response,
Compensation, and Liability Act (CERCLA), under which natural resource
damage assessment and restoration efforts are conducted, as well as an
understanding of other environmental statutory authorities including
the Endangered Species Act, the Clean Water Act, the National
Environmental Policy Act, the Fish and Wildlife Coordination Act, and
the Marine Protection, Research, and Sanctuaries Act. The contractor
shall be required to submit all documents, drafts or outreach materials
to NOAA for review and approval. The contract will be for a base period
of one-year with four one-year option periods. The estimated contract
award date is December 4, 2000. This procurement is set-aside for small
