This design-build project includes design and construction to remove
existing housing units and provide 200 new housing units, including
demolition, site utilities, site improvements, landscaping, new
building construction, mechanical systems, electrical systems, and
incidental related work for Victory Homes Housing Area, Naval Air
Station, Whidbey Island, Oak Harbor, Washington. During performance of
this work, asbestos, hazardous waste, or pollution abatement may be
required. This Request for Proposal is a competitive negotiation, and
proposals will be evaluated to determine which offer provides the best
value to the Government. The award will be based on evaluation
criteria, which includes quality of design; past performance,
experience, key project personnel; subcontracting experience,
achievements and goals; and price. Performance time is 1,095 calendar
days. This procurement is open to all business concerns. The Standard
Industrial Classification Code is 1522. The related small business size
standard is $27.5 Million. The estimated cost for this project is
between $25,000,000.00 and $100,000,000.00. The funding profile is
$30,800,000.00. In accordance with FAR 5.102(a)(7), this solicitation
will be distributed on electronic medium; plans and specifications will
be available for download free of charge via the Internet World Wide
Web at: http://esol.navfac.navy.mil. Due to time constraints, this
project will be issued in 3 Parts, with the following estimated
schedule: Part 1 will consist of Proposal Documents, Contract Forms and
Conditions, General Requirements, and Prescriptive and Performance
Specifications and various Attachments for the 102 housing units
provided with Part 1. Part 1 will be issued on/or about July 19th,
2000. Part 2 will include revisions to the Attachment 6J Performance
Drawings to include 98 additional housing units, bringing the total
number of housing units in the project from 102 to 200 housing units;
Part 2 may include changing the layout for the 102 housing units
previously identified in Part 1. Part 2 will be issued by amendment
on/or about August 7th. Part 3 will include the site information for
building the 98 housing units identified in Part 2, including
inventories of existing housing units, community pictures,
geo-technical report, storm drainage report, asbestos and hazardous
paint report, topographic survey drawings, reference drawings, and any
other applicable information or revisions. Part 3 will be issued by
amendment on/or about September 11th. Proposals will be due on October
11th, 2000. NOTE: DUE TO TIME CONSTRAINTS ON THIS PROJECT, THE
PROPOSAL DUE DATE IS FIRM AND WILL NOT BE EXTENDED. The project
drawings will be available for download free of charge in "pdf" format
from the ESOL website. In addition, the drawings will also be made
available in CAD format through purchase of a CD set. The CD set will
include the CAD drawings only for Parts 1, 2, and 3 (on 3 separately
issued CDs); the remainder of the project plans and specifications will
be downloadablefrom ESOL. The CD for Part 1 will be issued on the
initial solicitation issue date. The CD's for Parts 2 and 3 will be
issued on their respective amendment issue dates. All other amendments
will be issued via the Internet only. There will be a NON-REFUNDABLE
charge of $96.00 for each CD set (Parts 1, 2, and 3). CD sets may be
obtained by mailing a request, with the $96.00 payment, to EFA NW,
ATTN: Plan Issue, 19917 -- 7th Avenue, NE Poulsbo, WA 98370-7570, or
via FAX request with credit card payment to (360) 396-0954. Telephone
requests will NOT be honored. Registering offerors and plan rooms must
provide: (1) complete solicitation number and project title,
N44255-00-R-2550, Victory Homes Replacement at NAS Whidbey Island, WA;
(2) Name, address, phone number, and email address of the requesting
firm; (3) Identify whether the firm is a prime, subcontractor or
supplier; (4) Indicate whether the firm is a Small Business, Small
Disadvantaged Business, or Large Business; (5) number of CD sets
requested; and (6) payment method (if using VISA, MasterCard, or
Discover Card, include account number and expiration date; if using
check or money order, make payable to SUPERINTENDENT OF DOCUMENTS -- no
cash will be accepted). PLANS AND SPECIFICATIONS WILL NOT BE ISSUED
UNTIL PROPER PAYMENT HAS BEEN RECEIVED. CDs will be issued via First
Class mail. NO PICKUPS are authorized. After the issue date, requests
will be filled only on Friday of each week. Requests, accompanied by
the $96.00 payment, must be received by 4:00 PM Tuesday to be issued on
the following Friday. Hard copies (paper) will not be provided by the
Government. The official plan holder's list will be maintained on the
web-site and will be not be mailed or faxed. All prospective offerors,
subcontractors, suppliers, and plan centers are encouraged to register
as plan holders. Note: This planholder's list may not include those
planholder's obtaining the solicitation from other media distributors.
Registering firms and plan centers must provide a complete company
name, complete mailing address, area code and phone number, offeror
type (Prime, Subcontractor, Supplier or Plan Room), company email
address, and business size (Small Business, Small Disadvantaged
Business, Woman Owned Small Business, or Large Business). Notification
of any amendments and/or changes to the solicitation will be made only
on the Internet at http://esol.navfac.navy.mil. THEREFORE IT IS THE
OFFEROR'S RESPONSIBILITY TO CHECK THE WEB-SITE PERIODICALLY FOR ANY
AMENDMENTS OR NOTICES TO THIS SOLICITATION. All qualified responsible
sources may submit an offer that shall be considered by the agency.
Locations and points of contact for site visits are identified in the
solicitation. If a large business concern, a subcontracting plan shall
be submitted in accordance with FAR 52.219-9 SMALL BUSINESS
SUBCONTRACTING PLAN (OCT 1999) ALTERNATE I (JAN 1999). All qualified
