Warfare Center Weapons Division, Point Mugu, CA intends to procure, on
a competitive basis, Microwave Power Module Amplifier (MPM) operating
in the G/J Band Frequency, Engineering and Technical Support for MPM,
and Repair Services for MPM in accordance with NAWCWD Statements of
Work, NAWCWD Performance Specification 13672-TS637F and NAVAIR Envelope
Drawing 1611AS474. It is anticipated that this requirement will be
awarded during the period 01 DEC 2000 through 31 JAN 2001. It is
planned to award an Indefinite Delivery Indefinite Quantity (IDIQ) type
contract with Delivery Order 0001 being issued concurrent with award.
Delivery Order 0001 will meet the contract's minimum order requirement.
Delivery Orders will be issued for a five year period with pricing
based on five one year ordering periods. Pricing of the MPM unit shall
be on a fixed price basis and pricing for the Engineering and
Technical Support Services and Repair Services shall be on a time and
material basis. The MPM are used in aerial targets and aircraft mounted
pods. The MPM is a miniaturized, linear, continuous wave high power
amplifier. The MPM shall be capable of instantaneous coverage of the
6.0 to 18.0 Gigahertz frequency region and producing rated power levels
between 50 and 100 Watts. The MPM shall be capable of providing a fixed
small signal gain between 55 and 65 decibels and shall meet stringent
gain flatness, thermal noise, spectral purity and harmonic
requirements. Due to unique vehicle mounting constraints, specific form
factor, weight and prime power consumption requirements are imposed.
The MPM shall operate with a steady state power voltage of 28 3 VDC.
The SAS shall draw no more than 15 amperes current. The weight of the
MPM shall not exceed 10 pounds. Contract award may be on a First
Article Required or First Article Waived basis. Delivery Order 0001
(First Article Required) quantities are as follows: 1 each First
Article Unit, 1 lot First Article Testing, 2 each Engineering Manuals,
and 1 lot Technical Data. Delivery Order 0001 (First Article Waived)
quantities are as follows: 1 each Initial Order Unit, 2 each
Engineering Manuals, and 1 lot Technical Data. Quantities of the IDIQ
Production Units are as follows: 1) 60 each Ordering Period I IDIQ
units, 2) 60 each Ordering Period II IDIQ units, 3) 100 each Ordering
Period III IDIQ units, 4) 75 each Ordering Period IV IDIQ units, and 5)
75 each Ordering Period V IDIQ units. For each of the five ordering
periods, the following quantities apply: 1) 1 lot MPM Engineering and
Technical Support Services, 2) 1 lot MPM Repair Services, and 3) 1 lot
Technical Data (Individual Delivery Order Progress and Test Reports).
Delivery of all units shall be FOB Destination, Naval Air Station,
Point Mugu, CA. For Delivery Order 0001 (First Article Required),
deliver 1 each First Article Unit 45 days after approval of First
Article Test Report, complete 1 lot First Article Testing within 300
days after issuance of Delivery Order and deliver 2 each Engineering
Manuals 90 days after approval of First Article Test Report. For
Delivery Order 0001 (First Article Waived), deliver 1 each Initial
Order Unit and 2 each Engineering Manuals 330 days after issuance of
Delivery Order. For IDIQ Production Units, deliver at a minimum rate of
2 each per month to commence within 300 days after issuance of Delivery
Order. The solicitation will be issued on or about Jul 27, 2000 and
will be available through the 2.0 Contracts Competency home page at:
