procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to purchase the items from Photo
Imaging, Inc. in Northridge, CA. on a sole-source basis for Silicon
Detector Development. This purchase order will provide for two types of
silicon detectors as x-ray and photodiode detectors for a variety of
possible space applications. Photo Imaging is uniquely qualified to
perform this effort because they are the proprietor of phase 1 and 2.
The multi-channel silicon strip detectors are 0.5 -- 1 cm 2 in area,
and contain 100-200 linear strips that each function as individual
radiation detectors. The detectors will be characterized with respect
to: 1. current-voltage response, 2. response to x-rays in the 1 -- 20
ke V range using radioisotope sources and fluorescence from foils
excited by an x-ray generator, 3. noise, and 4. energy resolution as a
function of temperature from -20 C to 25 C. The Government does not
intend to acquire a commercial item using FARPart 12. See Note 26.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on 7/18/00. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
the agency. An Ombudsman has been appointed. See NASA Specific Note
