Description: The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, is contemplating multiple awards of seven-year Task Order contracts to provide RSLP with sounding rocket flight test services. This program will provide enhanced capability and flexibility in the development of RSLP sounding rocket launch vehicles and launch services with the use of Government Furnished Equipment (GFE) or commercial boosters to meet a wide variety of mission requirements. The contractor will be required to integrate Minuteman or other booster stages with the GFE payload to include: development of guidance and control systems, targeting launch vehicle, development of flight termination systems and resolution of range safety issues, provide launch services, and perform post-launch analysis. The contractor will develop, procure, and build flight-test hardware, and integrate and launch vehicles from any of the national test ranges. The contract period of performance will be for seven years and will require flexibility in responding to unique technical requirements, vehicle quantity, and schedule changes. Dependent on the mission, the government may provide the following GFE: boosters, payload, facilities, launch vehicle transportation, and selected ground handling, launch, and support equipment. A Sources Sought Synopsis was published in the CBD on 23 Dec 99. The solicitation will be released on or about 06 July 2000. Past Performance Volumes will be due on 04 Aug 2000, with the remainder of the proposal due on 18 Aug 2000. Any changes to this schedule will be updated on the SRP-2 Website located at http://www.te.plk.af.mil/Contracts/bigcntrct.html. Contractual effort is anticipated to be 7 years under a Firm Fixed Price, Multiple Award, Task Order, Indefinite Delivery/Indefinite Quantity contract. Verbal requests for a copy of the solicitation will not be honored. Firms having already submitted a written request to receive the RFP, or having submitted Statements of Capability in response to the Sources Sought Synopsis, are already on the mailing list for the RFP and need not respond to this NOCA. The Statement of Objectives, Technical Requirements Document, a draft version of the model contract, and work breakdown structure are currently available on the Internet. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to address concerns during the proposal development phase of this acquisition. Potential offerors should communicate first with the Contracting Officer to request information, pose questions, and voice concerns before contacting the Ombudsman.
