This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and
a written solicitation will not be issued. The combined
Synopsis/Solicitation Request for Quotation (RFQ)number is
DAAE07-00-T-0018. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46 dated 17 Mar 97. The following provisions and clauses apply to
this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial;
FAR 52.2 12-2, Evaluation Commercial Items (technical
capability/approach, price and past performance); FAR 52.2 12-3,
Offeror Representation and Certifications-Commercial items (Offerors
must include a complete copy with offer); FAR 52.212-4, Contract Terms
and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. This acquisition is rated DOA4 . Offers are
due no later that 12: 00 noon, 24 July 2000. Quotations must be

up to three different models of analytical balances for evaluation
purposes. Background: The Petroleum Quality Analysis System (PQAS) is
a new Army mobile petroleum lab. Analytical instrumentation will be
transported and operated in an environmentally controlled shelter
mounted on a HMMWV. Some tests to be performed by the PQAS will require
the use of an analytical balance. A performance evaluation is planned
to be conducted on up to three (3) analytical balances from different
manufacturers. During this evaluation period, each balance, enclosed in
its transport/carrying case, will be subjected to low and high
temperature chamber test, vibration and shock testing (MIL-STD-810E) to
simulate conditions expected inside the PQAS shelter. Low and high
temperature chamber tests will be performed to determine if equipment
can be stored and operated under both climatic conditions without
experiencing physical damage or deterioration in performance. Shock
test will be performed to assure the material can withstand the
relatively, nonrepetitive shocks or transient vibrations encountered in
handling, transportation, and service environments. Shock tests will
also measure the item's fragility. Finally, vibration testing will be
performed to determine the resistance of equipment to vibrational
stresses expected in its shipment and application environment.

to 80 F (10 to 27 C) Required Accessories: Each analytical balance
shall be supplied with a carrying case, designed to protect the balance
