Oakeley, (303) 236-5900 ext 406 Concerns having the ability to provide the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within forty-five (45) calendar days from the date of this synopsis. The U.S. Geological Survey, EROS Data Center (EDC) has a need for technical support services for Compusult Percipio COTS satellite software. This software was procured competitively in 1999. Technical support, software maintenance and enhancement utilizing currently applied software languages (C, C++, Java, Perl, PHTML, Oracle PL/SQL), and system training are now required. The contractor shall maintain the COTS components on EDC systems, configure interfaces to new inventories, including browse access, integrate ArcIMS and Spatial Data Engine components, and provide a constant operational readiness. The contractor shall also provide training and documentation for all major maintenance/enhancement releases to provide EDC staff with the skills necessary to operate and perform preventive maintenance on the system. The contractor shall maintain an experienced hardware/software team who participate in reporting, tracking, and repairing software problems encountered by EDC. The contractor must have access to and the ability to modify the proprietary Compusult Percipio software and must also have a working knowledge of USGS legacy DORRAN/PDS components, NSDI/FGDC metadata standards such as the GeoProfile or the ISO TC-211 emerging standard, and NASA information systems containing at least the MODIS and ASTER data sets. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the services specified as a sole source from Compusult Ltd., 40 Bannister St., Mount Pearl, NF, Canada and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required services stated herein.
