Schomen & Spates will work with the Naval War College to conduct a large and complex Global War Game. An overall analysis is needed that will identify relevant patterns in the Game and the relationships between operational actions and potentionally available technology stated in such a way as to define the kind of approach the Navy is or should be taking to address its critical Science & Technology resource concerns. The contractor will examine the DOD JCS vision 2010 with its 12 supporting Capability Objectives and corresponding Defense Technology Objectives, examine the candidate Future Navy Capabilities and the objectives of the Integrated Product Team, examine or develop the Enabling Capabilities for each relevant Integrated Product Team technology area, maintain insight on the Game scenario and its Expeditionary Grid and the development of the Naval Mission Essential Task lists with their individual operational Measures of Performance and make determination of Enabling Capabilities on candidate systems such as Streetfighter.
