Warfare Center, Port Hueneme Division, Dam Neck Detachment proposes to
procure engineering and technical support services for the Detection
and Tracking System Division, Ship Defense Department in its role as
Acquisition Engineering Agent/In-Service Engineering Agent (AEA/ISEA)
and Computer Program Maintenance Agent (CPMA) for naval surveillance
radars and detection and tracking systems. The applicable Standard
Industrial Classification Code is 8711 and the applicable Federal
Supply Classification Code is R425. Contractor shall review performance
specifications and technical design documents, participate in design
reviews and test and evaluation during new system/upgrade acceptance
and selloff and provide logistic support services for legacy radar
systems. Contractor shall provide installation services for new radar
installations or field changes including SAR/SID development,
installation scheduling, configuration data maintenance, installation
package development and industrial installation services. Contractor
shall also provide life-cycle maintenance of tactical computer
programs, design and implement improvements, perform acceptance testing
and participate in fleet introduction of new computer program
baselines. On-site work in conjunction with the daily operation of the
Radar ISEA Test Site, Computer Program Engineering Facility (CPEF)
includes installation and checkout, prototype fabrication, operation
and maintenance (preventive and corrective) and software library
operation including receipt, cataloging and issuance of storage media
and documentation. Places of performance are Virginia Beach, VA;
Contractor's Facilities, various ports where U.S. ships may be in port.
Top Secret/SCI facilities clearance will be required. Award of an
Indefinite Delivery, Indefinite Quantity, Cost Plus Fixed Fee contract
is anticipated. Work will be assigned by individual task orders. The
period of performance will be one year with four one-year options. The
estimated labor hours for the base year and options are: 113,600 hours
(base year); 113,600 (option year one); 113,600 (option year two);
113,600 (option year three); 113,600 (option year four). Requirement is
follow-on to Contracts Numbers N63394-98-D-0402. Award will be made on
the basis of "Greatest Value". The government intends to make multiple
