Quotes shall be submitted in the form of estimated hours for each labor or professional category and the applicable loaded hourly rate. Costs such as travel postage, document reproduction and mileage shall be identified as a separate cost item. All other expenses (if any) shall be separately identified. It is the Government's intention to award a contract on a fixed price or labor hour basis as appropriate. Some items like travel may be set up to be reimbursed at cost."
