This modification would allow for approximately six additional months of technical assistance to ensure sufficient completion of all ongoing and planned tasks, and ensure a smooth transition to the new Development Information Service contract to be awarded by April 30, 2001. The purpose of this contract extension to provide USAID and its development partners with research, analysis, library and technical assistance services in support of USAID and developing country policies, programs, and development activities. The client audience to fulfill information needs to Support Agency strategic planning, policy-making, activity design, performance measurement, development research and evaluation activities use these services. The contract includes operation of the USAID Library and the Learning Resources Center by a librarian staff, a Development Research Service staffed by sector-specialist research analysts, and Training and Outreach Services by training, web development and communications specialist staff. The contract also includes tasks which provide research, library, communications, web development specialist, Internet development advisor and writer/editor staff to operate and perform the following services: Africa Bureau Information Center, Africa Bureau Leland Initiative, G/DG Center Information Unit, USAEP Information Center, ANE Bureau Information Unit, PPC/CDIE Evaluation Studies, PPC Research Studies, and Bureau Liaison and technical support functions for ANE, AFR, LAC and PPC. The contract staff (with the exception of seven library and five research analyst staff who are in the USAID Information Center at the RRB) are located in an off-site facility which is also funded by the Agency through the contract. However, the Government will consider all proposals received within fifteen days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
