of Prisons intends to award a firm-fixed price contract for
Construction Management Support Services for the design-build
construction of a United States Penitentiary (USP) and a Federal Prison
Camp (FPC) to be located in Preston County near Hazelton, West
Virginia. Additionally, the Construction Management Support Services
for the design-build construction of a Federal Correctional Institution
(FCI) located at the same site will be a contract option subject to
factors which will include funding availability in Fiscal Year 2001 and
may be exercised in accordance with the terms and conditions of the
Construction Management Firm's contract. The Construction Management
Firm's contract will encompass Construction Management Support Services
for an independent design-build contract which includes: site work and
major construction of a USP, FPC, and various support buildings. The
USP is a high security facility currently planned to consist of a group
of one and two story buildings in a "compound plan" arrangement with a
gross building area of approximately 54,000 square meters. The FPC is
a minimum security facility and will be located outside the secure
compound and will have a total building area of approximately 3,000
square meters . Total design and construction costs for the entire
project are estimated to be more than $10,000,000. Site work for the
USP is anticipated to begin in the fall of 2000 with major construction
anticipated to begin in the spring of 2001. Contract performance period
is anticipated to be approximately 102 calendar weeks. This performance
period may be extended to approximately another 52 calendar weeks if
contract option as noted above is executed. The proposed Construction
Management Support Services are to include, but not be limited to:
attendance at design review meetings; review of documents and
inspection of construction for conformance with contract requirements;
analysis of contractor's CPM schedules and progress reports;
maintenance of project files, inspection and testing records, and job
diaries; preparation of cost estimates and analysis of change order
requests; review of contractor's submittals and payment requests;
analysis and recommendations related to disputes and claims;
preparation and processing of correspondence and documentation related
to these services; and other services required for the successful
administration of the project. The selected firm will provide these
services using onsite and home office support personnel, as well as any
other resources required, to execute the needed tasks. To be
considered, firms must have at least five (5) years experience in
management of construction projects of similar scope and complexity and
have experience in the analysis and resolution of claims and disputes.
Failure to identify all site personnel and provide requisite resumes
may disqualify an offeror from further consideration or may result in
a lower technical score. The following factors shall be used to
evaluate offers (listed in descending order of importance with the
exception of price): past performance, technical, small business
subcontracting and price. Contract Award will be determined by Best
Value consistent with the evaluation criteria. While the non-price
evaluation factors when combined are significantly more important than
price, as proposals are determined to be more equal in technical
merit, price becomes more important and may become the determining
factor for Award. This agency will consider all proposals submitted by
