Transportation (DOT), Research and Special Programs Administration,
Office of Contracts and Procurement, DMA-30, 400 7th Street, SW, Room
7108, Washington, DC 20590 is seeking SMALL BUSINESSES with the
capabilities to perform the requirements as set forth in this
announcement. SOURCES SOUGHT for contractor support in conducting the
Department of Transportation (DOT), Office of Emergency Transportation
(OET) Crisis Management Center Augmentation Cadre (CMCAC) training
sessions and miscellaneous tasks as described below. The CMCAC is a
group of volunteers from throughout the DOT headquarters who assist OET
in information collection, analysis, and reporting during disaster
situations in which the Crisis Management Center (CMC) is activated.
Annual training is required to maintain CMCAC proficiency. Contractor
support is required for the CMCAC training which will consist of three
(3) half-day sessions to be held in the DOT Crisis Management Center
(CMC) in the DOT headquarters building, Washington, DC. The dates of
training will be coordinated between the contractor and the Contracting
Officer's Technical Representative (COTR). This work includes but is
not limited to the following tasks: 1) Develop a scenario appropriate
for the functional design of the CMC; 2) Prepare training materials; 3)
Provide a minimum of two people to conduct the training; 4) Provide a
brief report on the conduct of the sessions; and 5) Provide an
attendance record of the sessions. Additional tasks in support of OET's
critical training mission of ensuring that the DOT headquarters is
fully prepared to respond to any and all natural and man-made disasters
may include: 1) Assistance with a CMC exercise; 2) Assistance with
preparation and planning support for special events (e.g., Olympics);
3) Assist DOT with preparations of contingency and readiness plans and
briefings, as well as emergency response guidance documents; 4)
Assistance with Continuity of Operations training or exercises; 5)
Provide assistance in exercise design and related tasks. Submittals for
these tasks include: 1) Proposed Training Scenario -- due 60 days prior
to the first training session; 2) Prepare Training Materials for
approximately 25 attendees for each session; 3) Incorporate relevant
changes from previous session(s) into remaining training sessions as
appropriate; 4) Provide a brief report summarizing the scenario and
include surveys from the attendees on the training conducted; and 5)
The report should include an attendee list. As referenced above, travel
is required to the DOT Headquarters building in Washington, DC. The
contractor personnel must possess expertise to perform the requirements
as described above. Responses to this SOURCES SOUGHT request must
contain the following information: 1) A summary of the contractor's
relevant prior work; 2) Resumes of key individuals; 3) A brief
description of the contractor's quality control processes for
deliverables (submittals); 4) References (names and contact
information) for whom the contractor has performed similar work; and 5)
A one page description of how the contractor would design, conduct, and
evaluate a scenario appropriate for the functional design of the Crisis
Management Center. All firms responding to this SOURCES SOUGHT should
ensure that their responses are complete and sufficiently detailed to
allow the government to determine the firms qualifications to perform
this project. The Standard Industrial Code (SIC) for this acquisition
is 8748 and the small business size standard is $5 million. All
interested SMALL BUSINESSES should respond to this request in writing.
Only firms having relevant experience performing this type of
requirement will be considered qualified for consideration. The
response to this SOURCES SOUGHT shall not exceed 15 pages and is to be
mailed on company letterhead to U.S. Department of Transportation,
Research and Special Programs Administration, Office of Contracts and
Procurement, DMA-30, ATTN: Ms. Cynthia D. Barzey, Contract Specialist,
400 Seventh Street, S.W., Room 7108, Washington, D.C. 20590, not later
than 3:00 PM, Eastern Time, 7/13/00. TELEPHONE INQUIRIES WILL NOT BE
ACCEPTED. However, submittals by email may be sent to :
cynthia.barzey@rspa.dot.gov. Electronic format should be MSWord/Excel
or WordPerfect. The Government does not intend to award a contract
based upon this SOURCES SOUGHT announcement or otherwise pay for any
information or inquiry. This SOURCES SOUGHT synopsis does not
constitute a commitment by the Government. THIS IS NOT A REQUEST FOR
PROPOSAL. In all correspondence to the RSPA Office of Contracts and
Procurement, reference Solicitation #SS-0002. NOTHING IN THIS
ANNOUNCEMENT SHOULD BE CONSTRUED AS A COMMITMENT BY RSPA TO AWARD THE
PROJECT IDENTIFIED ABOVE. A Government panel will evaluate all
submissions for responsiveness to this announcement.
