The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Howell Instruments, Fort Worth, Texas, for the acquisition of twelve (12) Guide Vane Position Transmitters for T-64 Engine Test Cell P/N BH29000A-1 with delivery approximately 31 January 2001. NAWCADLKE's intention is to procure this item as a Delivery Order under NAWCADLKE's Basic Ordering Agreement N68335-99-G-0168. NAWCADLKE intends to procure this service under the authority of 10 U.S.C. 2304 (c) (1) as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open their requirement to competition is based upon the responses to this notice is solely within the discretion of the Government.
