The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following items on a sole source basis from Wind River Systems, INC. located in Reston, Virginia. These items shall be used to provide a component of the Aegis Combat Training System (ACTS) at the Surface Combat Systems Center (SCSC), Wallops Island, VA, and two ACTS at Aegis Combat Center, Dahlgren, VA. This acquisition must be sole source based on the requirement that Wind River Systems is the developer of the software. Item 0001 -- 3 each -- Wind River Systems Tornado 2.0 for PowerPC and 2700 with Dev License; Item 0002 -- 3 each -- Wind River Systems Tornado 1.0.1 for 68040 and MVME167 with Dev License; Item 0003 -- 9 each -- Wind River Systems Tornado 2.0 Target License; Item 0004 -- 9 each -- Wind River Systems Tornado 1.0 Target License. Delivery is assumed to be FOB Destination, unless otherwise stated. If delivery is other than FOB Destination, then state delivery cost in offer. Standard Commercial Warranty is Required. Offerors shall include a description of the Commercial Warranty with their offer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only written notice; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The closing date is 2 PM 7 July 2000. Delivery date is two weeks after award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 and DFARS Change Notice dated 6 June 2000. The Standard Industrial Classification code is 3577, with a size standard of 1,000. The applicable DPAS rating is DO-A7. This procurement will be awarded on an all or none basis.
