The Naval Surface Warfare Center, Carderock Division (NSWCCD) anticipates procuring an integrated system to detect oil debris as well as monitor in real-time oil parameters such as acidity, water content, fuel dilution, viscosity, etc. This system will reduce or eliminate the daily sampling of a shipboard engine lubricating oil currently performed by Sailors and provide real-time oil condition monitoring. This procurement will provide one system with an option to purchase one additional system. It is intended that a sole source contract be awarded to Battelle Pacific Northwest Division, 902 Battelle Boulevard, P.O. Box 999, Richland, Washington 99352 since this system is a registered Trademark (OILPro). Note 22 applies to the extent that the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, only one responsible source and no other supplies will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1).
