Analysis Division (Code 4.10.1) at the Naval Air Warfare Center
Aircraft Division (NAWCAD) Patuxent River, Maryland has a requirement
to procure engineering services to integrate Stanford University's
technical solutions for Global Positioning System (GPS) Integrity for
Precision Approach and Landings into the Joint Precision Approach
Landing System (JPALS) Program. Stanford has been developing Integrity
solutions for the Federal Aviation Administration's (FAA) Local Area
Augmentation System (LAAS) and Wide Area Augmentation System (WAAS).
NAWCAD supports the FAA development of WAAS and LAAS under Interagency
Agreements. NAWCAD desires to determine if these integrity solutions
and concepts can be transitioned to the military JPALS to support the
development of JPALS system architectures that can meet the tightest
requirements currently envisioned. The primary goal of this effort is
to develop a robust integrity methodology for carrier phase systems
using methodologies adapted from the FAA'sLAAS efforts, specifically
those developed under Stanford's LAAS Integrity Moniter Testbed (IMT)
efforts. This is a notice of intent to request a proposal from and
negotiate with Stanford University, Stanford, CA (Aaron Hoff, Office of
Sponsored Research, 857 Serra St., Stanford University, Stanford, CA
94305-4125) on a sole source basis. Stanford University has been
identified as the only responsible source capable of meeting the
Government's requirements since they are the original developers of the
Stanford's LAAS Integrity Monitor Testbed (IMT) and own specific data
rights on LAAS technology. It is anticipated that a cost reimbursable
type contract will be awarded to Stanford University for engineering
