intent to negotiate a sole-source contract with Humboldt State
University Foundation (HSUF) to procure research services. As part of
the Endangered Species Act listing actions, NOAA's National Marine
Fisheries Service (NMFS) has a requirement to examine the effect of
habitat quality on coho salmon survival rates in northern California
coastal streams. The objective of this requirement is to: (1) extend
the existing HSUF's database of demographic data for coho salmon to
include estimation of demographic parameters across the suite of life
history strategies exhibited by coho salmon in northern California; (2)
provide estimates of these demographic parameters across a gradient of
habitat conditions; and (3) provide information on population
connectivity within a watershed. HSUF began this study two years ago
and has developed a research program that includes collected data,
established field sites, trained field personnel, and existing
expertise in the development and implementation of field sampling
protocols and statistical analyses for estimating abundance of
anadromous salmonids. The period of performance will be a base year
plus two option years. This notice may represent the only official
