(USHOR) seeks assistance in planning conversion of current House studio
equipment from analog to digital or HDTV equipment by 2006. The purpose
of this solicitation is to establish a contractual relationship with a
private entity or entities to perform an analysis focused on the
hardware, software and infrastructure support used by the USHOR's
Office of Communications Media.. The successful contractor shall be
responsible for the recommendation of a range of potential equipment
configurations which provide state-of-the-art facilities for
Communications Media. The Contractor will produce short range and long
range plans based on an analysis of current facilities and a survey of
the needs of the Members of the U. S. House of Representatives and
emerging technology requirements. The contractor shall evaluate current
and emerging industry standards, applications and practices, and
provide recommendations and implementation planning to integrate items
for a new equipment configuration. The evaluations will include
conducting an engineering tradeoff study of TV studio technologies and
performing cost benefit (quantifiable and non-quantifiable) analysis.
