Institute of Standards and Technology (NIST) intends to negotiate on a
sole source basis with Dr. Roman Popielarz of Gaithersburg, MD to
explore the applicability of polymer composite films as reference
dielectric materials for high speed electrics. This study is pursuant
to understanding physics that determine the broadband dielectric
permittivity of polymer-ceramic formulations. Model composites are to
be designed and synthesized to evaluate the effect of polymer matrix
and ceramic dispersions on microwave permittivity of the composite
films. Services are to be performed at NIST Gaithersburg, MD. The
polymer dielectric composite films for microwave applications are newly
explored formulations for which prior data does not exist. The proposed
work requires very comprehensive and specialized knowledge of
chemistry, polymer science and photoprocessing technology, which is a
unique combination of expertise of Dr. Roman Popielarz. He will use
this expertise and the unique experimental techniques that he developed
during his last year assignment as a NIST guest researcher. See Note
26. No solicitation package will be issued. The intended period of
performance is one year. The anticipated award date will be fifteen to
