EPA's Office of Emergency Response and Remediation (OERR) is seeking information as to the availability of qualified laboratories experienced in the analysis of Asbestosform minerals, including Tremolite, in soil, bulk materials, and air using polarized light microscopy (PLM) and Transmissions Electron Microscopy (TEM). This request is being made in response to potential upcoming projects for the next six to twelve months in which some 2000 to 4000 bulk and soil samples must be tested for asbestos and for Tremolite. In the event OERR distributes samples to commercial laboratories for these projects, each laboratory must meet all of the following minimum qualifications: (a) Laboratory must be accredited through the National Voluntary Laboratory Accreditation Program (NVLAP) for PLM and TEM analyses; (b) Laboratory must have written Standard Operating Procedures (SOPs)(which must be made available to the Agency upon request)detailing the sample preparation and instrumental aspects for PLM and TEM analyses; (c) Laboratory must have a written Quality Assurance Plan (QAP) for PLM and TEM analyses which must be made available to the Agency upon request; (d) Laboratory must have a written Health and Safety Plan (HSP) which must be made available to the Agency upon request; and (e) Laboratory must be able to pass an initial on-site audit. Laboratories interested in performing these analyses should provide a laboratory qualifications statement to Ms. Susan L. Banach, Contracting Officer at (202) 564-4743. The qualifications statement should address: each of the above minimum qualifications and include the date the laboratory was NVLAP certified; provide a brief description of laboratory annual capacity for both PLM and TEM analyses; and give a brief description of the methods used for such analyses.
