The Project will be managed by the U.S. Fish and Wildlife Service, Division of Engineering, located in Anchorage, Alaska. PROJECT INTENT: This contract shall refine and finalize a previous (complete in 1993) conceptual (10%) design, which will result in the production of all necessary surveys, geotechnical investigation, value engineering study, engineering cost estimates and complete plans, specifications and bid schedule as is necessary to advertise and bid for the construction of a joint headquarters and visitor facility in Homer, Alaska. The design encompassess all facets of a major facility design, Landscape Architecture, Civil, Architectural, Structural, Electrical and Mechanical. The selected designer must have the expertise and experience to properly coordinate the design of the facility with an Interpretive designer who will not be hired as a part of this contract. PROJECT DESCRIPTION: This project will result in the construction of a combined office-headquarters/visitor facility. The public portion of the facility is planned as an approximately 18,000 square foot visitor-environmental education center which will include exhibit areas; environmental education areas; administrative areas; multipurpose room; auditorium; public contact areas and support areas. The headquarters portion of the facility is planned to house two agencies, one federal and one state inside approximately 16,000 additional square feet for a total project square footage of approximately 34,000 square feet. The project will also develop major site improvements to include: utilities, roadways, parking areas, interpretive/environmental education amenities, landscaping and grading. COST INFORMATION: The estimated construction cost of the facility and grounds covered by this contract will be between $5,000,000 and $10,000,000 dollars. SCHEDULE FOR DESIGN: The duration of the project is 13 months for issuance of the Notice to Proceed. SPECIAL TERMS: Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. Responses must be received by August 1, 2000. A/E firms which meet the requirements described in this announcement are invited to submit a completed SF254 and SF255. This is not a request for proposal. EVALUATION: The evaluation of the selection criteria listed below will be based upon the proposed team's ability to meet the primary criteria, items one through seven, as refined below. Proposals will be scored independently against each criteria, then the score will be weighted as indicated below to provide a total score which can then be compared against other firms. SELECTION CRITERIA: 1. Specialized experience and technical competence (Weight Factor 10): Architectural design in sub-arctic environments; Design in foundations in poor soils; Uniform Federal Accessibility Standards (UFAS) and American National Standards Institute (ANSI) 117 compliance measures; State of Alaska, Title 16,Departmental of Governmental Coordination (DGC), Coastal Zone Management (CZM), and Department of the Army Corps of Engineers permitting experience; Natural landscape experience for South Central Alaska ecosystem flora/fauna; Compliance with regulatory requirements; Value engineering reviews. 2. Professional Qualifications for satisfactory performance of required services. (Weight Factor 10): Show qualifications and experience for each major discipline of service; Individual team members shall be those proposed for the work, and not necessary company heads; Show the proposed team's history working together; effeciency of team composition. 3. Past Performance (Weight Factor 10): Quality of work (list of names of the owner's on-site construction representative and the construction contractor's on-site superintendent as references); Compliance with performance schedule (list original design contract duration and compare to final actual design duration); Accuracy of construction cost estimates during design (detail final design construction estimate, and compare with final total construction cost of facility. List amount of construction change orders attributable to contract documents); Ability to stay within design budget and scope (list original design contract amount and final design contract amount); Satisfaction of end user (list current building managers as references); Capacity to work effectively with owner/owners representative (list owner's design project manager as reference). 4. Acceptability under other criteria (Weight Factor 8): Experience in the incorporation of interpretive design paramaters into hard design. 5. Location in the general geographical region of the proposed work and knowledge of the local area (Weight Factor 6): South Central Alaska; Marine coastal environments; location of office in relation to project. 6. Capacity to accomplish work in the time required (Weight Factor 5). 7. Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design (Weight Factor 5). DOLLAR RANGE OF ANTICIPATED CONTRACT: between $500,000 and $1,000,000. TYPE OF CONTRACT PROPOSED: Firm fixed price. SECURITY CLASSIFICATIONS AND LIMITATIONS OF ELIGIBILITY: None.
