issue a fixed price design/build contract for the design and
construction of the dock expansion of the Saint Paul, Minnesota,
Processing and Distribution Center on a USPS-owned site, 180 E. Kellogg
Boulevard, Saint Paul, MN 55101-9997. Project completion is scheduled
for 460 calendar days after execution of a design-build agreement and
issuance of a Notice to Proceed for Design, which is anticipated in
2000. The project includes an approximately 38,000 square foot
expansion of an existing loading dock building that is constructed on
an existing parking garage. Work also includes renovation of an
existing 3,800 square foot underground tunnel for pedestrian traffic
from the parking garage to the USPS facility. The new dock building
includes renovation of truck maneuvering area, new structural
post-tension concrete dock slab, CMU wall framing, structural steel
framing, renovation to an existing elevator, CCTV security systems that
extend to the USPS facility, extend electrical service from the main
USPS facility, extend city of St. Paul chilled water and hot water
piping systems from the main USPS facility. The tunnel renovation scope
of work includes excavation for new handicap access ramp and stairs,
security systems including CCTV systems and security turnstiles,
plumbing, HVAC system, and power and lighting systems as defined in the
guidelines, drawings, specifications, and all applicable codes, etc.
The facility must remain fully operational at all times. Phasing of the
work will be necessary. The Technical Qualifications Evaluation is
based on a 100-point total (Experience -- 40 points, Management Plan --
25 points, Financial Capability -- 15 points, Organization -- 15
points, Statement of Entity Backlog -- 5 points). Errors and omissions
insurance in the amount of $500,000 will be required. After final
approval of funding by the Postal Service, and successful negotiations,
a contract will be awarded to the general contractor whose proposal
offers the best value to the Postal Service. That design/build firm
will proceed with the completion of design documents to 100 percent and
construction of the expansion to the facility. It is prohibited to pay
any fee, commission, percentage, or brokerage fee to any person or
firm contingent upon, or resulting from, award of contract for the
project. Site visits and/or walks through are mandatory. To arrange for

completion date is 460 calendar days after receipt of Notice to
Proceed. The issue date is June 29, 2000. Proposals are due August 3,
2000, at 4 p.m. The cost range is between $5.5 million to $6.5 million.
A Preproposal Conference is scheduled in Room 1107 at the facility on
Tuesday, July 11, 2000, at 9:00 a.m. A walk-through will occur
immediately after the Preproposal Conference. To order solicitation
