OFFICE OF INVESTIGATIONS AND ANALYSIS G-MOA SENIOR INVESTIGATING
OFFICER (510) CONFERENCE STATEMENT OF WORK SCOPE The United States
Coast Guard, Marine Safety and Environmental Protection Directorate,
Office of Investigations and Analysis (G-MOA) is seeking to hold its
annual Senior Investigating Officer_s (SIO) conference and is looking
for a solicitation from vendors that will accommodate our needs. G-MOA
is looking to have this conference 30 Oct -- 3 Nov 2000. Alternate
date is 13-17 Nov 2000. BACKGROUND G-MOA needs to conduct an off-site,
weeklong conference attended by all the SIOs from 47 Marine Safety
Offices, 10 District(m) representatives and approximately 18 personnel
from Coast Guard Headquarters and Headquarters commands: Total 75
personnel. The purpose of this conference is to: 1. Provide our SlOs
with latest regulation changes; 2. Standardize investigation practices
among the 47 MSOs and the Districts; 3. Inform SIOs of current data
needs to process information requests and statisticalstudies; 4.
Increase the professional development and investigative abilities of
all our field investigators; 5. Offer a forum for addressing the needs
of the field units; 6. Insure unit and district practices are in
concert with the G-M and the Coast Guard_s business plan. REQUIREMENTS
Basic requirements for the conference facilities are as follows:
Meeting space for 75 people to be seated behind tables. I Enclosure I
o On-site individual room accommodations for 60 overnight guests for
four nights. No share bathroom or showing facilities. Eight to 10
personnel may require 5 night stays. o Location of facility must be
within a 25-mile radius of CGHQs. This requirement is based on a large
number of guest speakers and day guests that will be coming from
CGHQs. o Location of facility must be within a 15-mile radius of a
major airport. The airport must be capable of servicing the top
commercial carriers. Attendees will not be authorized rental cars. o
On-site meals: 3 meals/day for overnight guest and noontime meals for
day guests. Facility must be capable of serving all 75 people with in
15 minutes and have adequate seating for one hour. o Lodging and meal
costs must not exceed the government_s per diem rate. o Have liquid
crystal display or LCD projection in conference room. LCD must be
capable of being connected to a standard laptop computer. LCD
projection must be capable of being viewed by all 75 attendees. LCD
projection shall be approximately 4 feet by 3 feet or greater. Provide
all wires/cables for connection for laptop computer. o Provide at
least one breakout session room, capable of seating 10-15 people at no
cost to government. o Provide standard instructions tools and
facilities: Chalk or dry erase board; blotter paper, podium, overhead
projector and writing utensils for these apparatuses. o Have on board
or on-call audio-visual support or technical support at no cost to
government if services are rendered. o Due to the potential of having
a large volume of people at the furnished facility, facility must have
solid walls between rooms. No mobile partitions. No construction or
street noises or distractions. o Must have open area or gymnasium for
mock investigative training free from distractions. o Computer room
with printing and e-mail capabilities. o On-site law enforcement
training facilities  Ability to conduct _mock_ accident/crime
scene investigations  Have multi-floor or deck facility to
simulate ship  Have on-site instructors (CG will coordinate
agenda)  Ability to conduct photo/video of evidence and scene
exercises  Have on-site weapons range Distance from class room
instructions must be within 1/4 mile of training sites VIP parking or
reservations (for our guest speakers) o Availability of additional
breakout areas (picnic areas, day rooms) free of charge o Prior
catering to government, maritime or law enforcement organizations o
Easy access location o Health and wellness facilities ADDITIONAL VENDOR
INFORMATION All vendors meeting the requirements above are encouraged
to bid. In addition to all regulations of the Federal Acquisition
Register, vendors shall: o Provide list of audio visual equipment
capabilities and rental fees, in any. o State which items in the
REQUIREMENT section above are provided gratuitously. o List the costs
or the daily rates for those items that are not provided gratuitously.
o Provide brochures and other advertisement literature to USCG. List
Federal agencies that have recently utilized your facilities. OFFICE OF
INVESTIGATIONS AND ANALYSIS G-MOA SENIOR INVESTIGATING OFFICER (SIO)
EVALUATION CRITERIA The United States Coast Guard, Marine Safety and
Environmental Protection Directorate, Office of Investigations and
Analysis (G-MOA) is seeking a facility to hold its annual Senior
Investigating Officer_s (SIO) conference. The Coast Guard will gauge
each vendor based on the agency responsibilities stated in 41 CFR Part
301-74, the _Requirements_ stated in the Statement of Work and the
evaluation criteria below: 1. Quality: The Coast Guard will assess the
vendor/site_s accommodations: o lodging and bathroom accommodations o
food and eating accommodations o conference facilities, room acoustics
and viewing capabilities o site accessibility and proximity from
airports o on-call help staff and concierge, professionalism o health
and recreational facilities o capability to adequately accommodate 60
overnight guests and 15 day guests 2. Price: The Coast Guard will
review each vendor_s cost estimate. The vendor_s proposal must
breakdown the cost for overnight guests, day guests, and each item in
_equipment rental._ The overnight guest rate cannot exceed the
government_s per diem rate for that area. The Coast Guard expects the
day guest rate to be less than half the per diem rate. Per diem rate

Coast Guard will consider the vendor_s past experiences catering to
other Coast Guard offices and units, other Federal agencies, law
enforcement agencies and maritime organizations. The Coast Guard may
query previous customers to gauge their satisfaction. 4. Accommodate
unique training needs: In addition to lodging, food and conference
facilities, the Office of Investigations and Analysis has addition
training needs for its attendees: o Weapons range o Facilities and
instructors to conduct crime/accident scene securing o Facilities and
instructors to conduct crime/accident scene photography and video o
