DESC: POTENTIAL SOURCES SOUGHT: Sources Sought for local telephone exchange services for Fort Irwin, CA. This sources sought is for information planning purposes only and is not a request for proposal. DESCRIPTION: The Army requires nonpersonal services for local telephone exchange service for Fort Irwin, CA. The proposed contract is anticipated to be for a 5-year period. The local exchange service provider certified by the California PSC shall provide local commercial communications service for Fort Irwin, CA. Local communications service shall include, as a minimum but not limited to demarcation points, local access to commercial business lines, analog and digital subscriber lines, analog, digital, and Integrated Systems Digital Network (ISDN), Primary Rate Interface (PRI) city trunk services, Extended Direct Line Connection and equipment, transport channel services, directory number and number portability, emergency 911 service extended to Fort Irwin emergency action stations such as the MP Station,operator and directory assistance, local and Intra-LATA access, interconnection with Inter-LATA exchange carrier, ISDN, internal and external caller ID. Service provided must interface with other carriers providing FTS2001 and DSN service with precedence capability for CONUS and OCONUS calling areas. The procurement shall be commercial Fixed Price with Economic Adjustment type contract for 5 years or a one-year contract with 4 option years. Solicitation is anticipated to be released late FY00.
