DESC: IAW AR215-1.7-4 and 7-5 the US Army Alaska is conducting a review
of potential contractor services for performance of the Directorate of
Community Activity Services at the US Army garrison. Programs and
facilities are geographically dispersed between Fort Richardson,
located in Anchorage, Alaska and Fort Wainwright located adjacent to
Fairbanks, Alaska. The major functional areas under consideration
include: The Alcohol and Drug Abuse Prevention and Control Program
(ADAPCP). The purpose of this notice is to identify and establish
initial interest from the vendor community. Responses are for planning
purposes only. There is no obligation on the part of the government to
issue a formal solicitation as a result of this request and
participation in this effort is strictly voluntary with no cost or
obligation to be incurred by the US Government. Information may be used
to help formulate bidder's mailing lists, acquisition strategies, to
include socioeconomic program support and to help establish commercial
practices available to the government. Companies responding may
indicate interest in one or both functional areas. Services are
currently being performed by Government employees (appropriated and
non-appropriated funding). Alcohol and Drug Abuse Prevention and
Control Program. Days of operation Monday through Friday. Provides
programs/services: Remedial alcohol and drug education/prevention
classes, brief commanders/sergeants on alcohol drugs, breathalyzer
training, alcohol sellers intervention and prevention training, risk
reduction program, sample collection and drug testing, special
events/awareness campaigns (Red Ribbon, National Drunk and Drugged
Driving, Alcohol Awareness, Fit to Win, Employee Assistance Program),
supervisor training, assess and evaluate referrals for treatment of
drugs/alcohol, outreach service to youth and family members, maintain
video library loan for unit training. Estimated Yearly Customers =
7606. Any responses to this notice should include the following
information: company name, point of contact, address, telephone and fax
numbers, e-mail address, brief description of company and capabilities,
experience areas, size, history, awards or certifications received by
the company or its employees, CAGE code and/or tax ID number, and
business size category. The Standard Industrial Classification is 8399.
The standard size for small business is $5,000,000. Small businesses
will be expected to demonstrate experience in all areas and good past
performance. Interested parties should provide responses to the market
survey questionnaire that can be accessed on the U.S. Army Alaska,
Directorate of Contracting web site located at
http://www.usarak.army.mil/doc/, by 1 August 2000. All contractors who
provide goods/services to the Department of Defense must be registered
in the Central Contractor's Register (CCR). Award of a DOD contract for
solicitations issued after 31 May 98 will not be made unless the
