The Fleet and Industrial Supply Center (FISC) Norfolk, Detachment Philadelphia intends to acquire, through other than full and open competition, non-personal Contractor Field Service(CFS) -- Contractor Engineering and Technical Services (CETS) by qualified Field Service personnel for the purpose of informing, instructing, and training Department of the Navy personnel in the installation, operation, and maintenance of EA6B/F14/F18 Ejection Seats and F14/F18 Naval Aircrew Common Ejection Seats (NACES) and associated support equipment. The proposed procurement is for the modification of contract N00140-00-D-E307 for the optional extension of two (2) tasks: 02431 and 02443 for the period of 01 January 2002 through 31 December 2002 (estimated 24 additional man-months of effort). This acquisition covers the Government's minimum needs. The solicitation will contain specifications for Contractor Field Service Representatives (CFS.) Performance for tasks 02431 and 02443 will take place at AIRPAC San Diego, CA and AIRLANT Norfolk, VA, respectively. A modification to the Indefinite Delivery Indefinite Quantity (IDIQ) Labor Hour contract with fixed man day rates is contemplated. Requiring activity is NATEC San Diego, CA. The proposed contract modification is for services for which the Government intends to solicit and negotiate with only one source, Martin-Baker Aircraft Company of Middlesex, England, under the authority of 6.302-1. Martin-Baker Aircraft Company, the OEM, is the only supplier of these services at this time. This notice of intent is not a request for competitive proposals. Interested parties may identify their interests and technical capability to respond to this requirement or submit proposals. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
