This work is set aside (reserved) for Historically Underutilized
Business Zone (HUBZone)(IAW FAR 19.1305(b)). Work includes, but is not
limited to the following work at Fairchild AFB, WA: demolish, remove
and legally dispose of offsite and offbase Building 621, including all
existing above grade and below grade foundations and concrete
footings, all asbestos containing material, lead-containing material,
PCB contaminated material, and heavy metal contaminated material in
accordance with project specifications. Remove electric service cable
and provide smaller, 15 KV transformer. Backfill and grade site to
remove indentations and depressions. Cover disturbed areas with 3" of
topsoil and hydroseed. Perform final clean up of area to remove all
demolition debris. The Government will use best value, price vs. past
performance trade off procedures for this acquisition. The performance
period is 105 calendar days. The 105 calendar days are further broken
into two phases: submittal phase of 45 calendar days and physical work
phase consisting of 60 calendar days. Separate notices to proceed will
be issued for each phase. Work hours are Monday through Friday, 7:30
a.m. to 4:30 p.m., excluding holidays. Liquidated damages shall apply
for both phases of the project. Government furnished materials are not
included. This work is not located in a restricted or controlled area.
This acquisition is restricted to HUBZone companies. HUBZone companies
may download the solicitation from www.eps.gov on or about 19 Jul 00.
Proposers will be required to submit their proposals via paper copy.
Estimated proposal due date is 18 Aug 00. The SIC code for this
acquisition is 1795. The business size standard is $7 million. This
