has a requirement for a marine scientist with a thorough and
comprehensive understanding of Asian (China, Japan and Korea) culture,
its politics and regional marine/environmental programs and issues.
This individual must communicate fluently in at least one of the Asian
languages and have at least two years experience in developing and
managing international S&T programs and have an understanding of NOAA
programs and policies. This individual will be responsible for
establishing and reviewing research programs pertaining to China,
Taiwan, and Korea under the various bilateral agreements. NOAA/OAR
intends to negotiate on a sole source basis with Dosoo Jang to provide
this service. Period of performance will be for one year with the
first three months (Mid July thru end of September) funded from FY2000
funds and the remaining nine months (October thru end of June) Subject
to Availability of 2001 funds. Other qualified individuals, that have
the ability to provide this type of service, are invited to submit
