(410)786-5165 In accordance with FAR 6.302-1, the Health Care Financing
Administration (HCFA) Office of Strategic Planning (OSP) intends to
negotiate on a non-competitive basis with Maximus, Inc. The contractor
competed for and was awarded a Medicaid Enrollment Broker contract by
the Massachusetts Division of Medical Assistance (DMA). A section of
that contract provides an option for expanding services which DMA plans
to do for the Medicaid aspects of the MassHealth: Senior Care Options
SCO demonstration. The demonstration combines Medicare and Medicaid
enrollment functions as specified in a Memorandum of Understanding
between the Health Care Financing Administration and Massachusetts. The
purpose of this contract is for Maximus to provide design work that
will be required in the development of an enrollment broker protocol
and pilot testing of proposed operational support systems. If
successfully developed, a contract option will be funded to perform
operational support for three demonstration features being implemented
by MassHealth: Senior Care Options dual eligible demonstration
sponsored by HCFA and the Massachusetts DMA. These features are
operations coordination, uniform enrollment and Medicare risk
assessment and verification of Nursing Home Certification (NHC) status.
Proposed period of performance is twelve months from date of award with
four twelve month option periods. Telephone requests will not be
